The Scoring structure for the MLB and AAA league is as follows:
Hitting and Defense - Postition Players
Single = 1 point Double = 2 points Triple = 3 points Home Run = 4 points Walk = 1 point Runs Scored = 1.5 points Run Batted In = 1.5 points Stolen Base = 2.5 points Strikeout = -1 point Sacrifice = 1 point Outfield Assist = 3 points Double Plays Turned = 1 point
Pitching Inning Pitched = 3 points (1 point per out) Win = 7 Points Loss = -3.5 points Save = 5 points Blown Save = -2.5 points Hold = 3 points Quality Start = 5 points Strikeout = 1 point walk = -1 point Hit Allowed = -1 point Earned Run = -2 points

before we go far into draft are we sure these are the scoring settings? are these permenant?

For this year - yes, If we decide to make changes, they will be implemented for the 2014 season. This is the 2013 season points scoring structure.

For 2014 I'd like to suggest if we're going to reward players for defense, it only make sense to have penalties for errors as well.

Along with that, caught stealing should count if stolen bases do.

In my opinion, we would need to be sure that we don't overdo the number of categories that we use. Maybe, for 2014, instead of adding errors and caught stealing we could just reduce the points for outfield assists and stolen bases which would kind of offset the negative stats.
I'm sure as 2013 plays out, we will get a better feel for how the points work out. Then, we can make updates for 2014.

right, and the scoring catagories where calculated and set up to equalize the pitchers and the hitters to try and keep those 2 scoring catagories balanced. Which they are pretty balanced.
